Description: Texas groundwater conservation districts (GCD) are boundary units of local government authorized and ratified at the local level to manage and protect groundwater. The GCDs are created through special law by the Texas Legislature or by administrative procedures through the Texas Commission on Environmental Quality (TCEQ). The GCDs are authorized with powers and duties that enable them to manage groundwater resources, such as conservation, preservation, protection, recharging, and prevention of waste of the groundwater resources within their jurisdictions. The GCDs are governed by an elected or appointed board of directors, having the primary GCD authority: to permit water wells, develop a comprehensive management plan, and adopt the necessary rules to implement the management plan. TCEQ has exclusive jurisdiction for the creation of GCDs and the dissolution of GCDs under specific circumstances. For additional information about Groundwater Conservation Districts, please follow the link to the TCEQ web site here - https://www.tceq.texas.gov/groundwater/districts.htmlThis version of the TWDB GCD polygon feature class is intended specifically for GAM use and should not be used for any private or legal boundary purposes. TWDB has edited the TCEQ GCD feature class polygons to more accurately overlay with spatially coincident boundaries of all other Boundary feature datasets within this GAM File Geodatabase. These edits include adjustments to GCD boundaries that coincide with county, city, aquifer, river, or groundwater management areas as defined in the GCD enabling state legislation. The polygon edits may also include adjustments to better align with the intended physical geographic boundaries using high resolution Google based imagery. The original TCEQ GCD boundary dataset used to edit and develop the TWDB version of the GCD polygon feature class may be downloaded from here - https://www.tceq.texas.gov/assets/public/gis/exports/TCEQ_GCD_gdb.zipEach polygon is categorized as either 0 for “LAND” or 1 for “BAY” using the “BAYS” column in the attribute table. The “key” field (ID) also provides the option to join the TWDB GCDs polygon feature class to the TCEQ GCDs table. The Corpus Christi Aquifer Storage and Recovery District matches the city limits of the City of Corpus Christi which includes a marine recreation are that extends into the Gulf of Mexico.Internal TWDB Revisions:Edits made in the TWDB_GCDs_012218 file include addition of the Southwestern Travis County GCD and an updated High Plains UWCD No. 1 boundary (to match the shapefile the GCD uses). (njb)Edits made in the TWDB_GCDs_07032019 file include: aligning boundaries that coincide with state and county boundaries in the TWDB_State_07032019 and TWDB_Counties_Detailed_07032019 files respectively, and TCEQ edits to Gateway GCD and Kenedy County GCD in April 2019. (drh)Edits made in the TWDB_GCDs_Detailed_06262020 file include: removal of Aransas County GCD, which was officially dissolved on 9/1/2019. (drh)Edits made in the TWDB_GCDs_06262020 file include: small fixes of overlaps and slivers on 4/15/2022. (drh)Edits made in the TWDB_GCDs_08072023 file include: fixing small overlaps and gaps between districts, aligning boundaries that coincide with counties to match Counties dataset, adding non-district county polygons, adding topology rules, combining the detailed and non-detailed GCD datasets into one dataset, and adding a new "Bay" column with 2 polygon types: 1 for "Bay" and 0 for "Land" (tmc)Edits made in the TWDB_GCDs_01192024 file include updating the boundary in Potter County between Panhandle GCD and High Plains GCD. Matched TCEQ GIS layer. This is in accordance with boundary dispute resolution Case No. 110705-E-CV).
