Description: This GIS data represents the geographical boundaries designated as Priority Groundwater Management Areas (PGMA) from 1990 to 2016 by the Texas Commission on Environmental Quality (TCEQ). Description: This dataset has been revised as a hybrid of the Texas Department of Transportation (TXDOT) Texas County Boundaries Detailed and the US Census Bureau’s TIGER geodatabases to more accurately overlay other polygon feature classes contained with the Boundary feature dataset in this GAM File Geodatabase. The TXDOT county boundaries detailed were used as the primary foundation and county boundaries were revised using the TIGER county boundaries along the Sabine River, the Red River and other county boundaries coincident with rivers. County boundaries along the Rio Grande were also revised to be coincident with the International Boundary and Water Commission national boundary between the US and Mexico. These hybrid revisions resulted in a more accurate representation of county boundaries coincident with rivers when overlain with Google imagery. Additional modifications were made by TWDB.Each polygon is categorized as either 0 for “LAND” or 1 for “BAY” using the “BAYS” column in the attribute table. Additional “key” fields (FIPS, GID, and GEOID) provide the option to join the TWDB Counties polygon feature class to the TXDOT and TIGER counties tables.

Description: Texas groundwater conservation districts (GCD) are boundary units of local government authorized and ratified at the local level to manage and protect groundwater. The GCDs are created through special law by the Texas Legislature or by administrative procedures through the Texas Commission on Environmental Quality (TCEQ). The GCDs are authorized with powers and duties that enable them to manage groundwater resources, such as conservation, preservation, protection, recharging, and prevention of waste of the groundwater resources within their jurisdictions. The GCDs are governed by an elected or appointed board of directors, having the primary GCD authority: to permit water wells, develop a comprehensive management plan, and adopt the necessary rules to implement the management plan. TCEQ has exclusive jurisdiction for the creation of GCDs and the dissolution of GCDs under specific circumstances. Description: This dataset includes U.S. and Mexico states surrounding Texas. The Gulf of Mexico is included but it is clipped to only include the portion adjacent to Texas. This GIS layer is mostly used for internal purposes only.The state polygons were downloaded from U.S. Census Bureau Tiger dataset. The Mexico states were obtained from ESRI basemap datasets. The portion of the polygons that share a boundary with Texas were aligned with the Groundwater Modeling Counties dataset so there are no slivers or gaps between the administrative boundary datasets and the surrounding states.
